A local PAT testing business built from practical experience.

We are a small local electrical equipment inspection and testing business based in Barrow in Furness, working across South Cumbria, the Lake District and North Lancashire.

CEETS was started in 2021 by Bruce, after years of practical work, research and a long-standing interest in how electrical equipment testing should be carried out. The business is built around a simple idea: the job should be handled properly, explained clearly, and made straightforward for the customer.

A practical interest that became a local testing business.

The idea behind CEETS started years before the business itself. Bruce first became interested in PAT testing while working in the voluntary sector in Barrow, where a small local testing team visited each year to inspect the organisation’s electrical equipment.

Watching how they worked, and speaking to them about the job, made the work stand out. It combined practical hands-on activity, methodical thinking, attention to detail and day-to-day variation — all things that suited the way Bruce naturally worked.

The idea stayed in the background for years. Later, after researching the industry properly, the equipment involved, the standards, the local market and the wider meaning of electrical equipment testing, it became clear that there was room for a reliable local service built around proper work rather than shortcuts.

That research eventually became CEETS.

We did not set out to build a cheap sticker-only service.

One thing became clear during the early research: PAT testing is often misunderstood.

The phrase “Portable Appliance Testing” is still widely used because it is what most people recognise, but the work is broader than small portable appliances. The more accurate term is in-service inspection and testing of electrical equipment.

It was also clear that poor-quality testing was a real concern in the industry. Quick pass labels, unrealistic item-count claims, hidden extras and very low headline prices do not always reflect the time needed to inspect, test and record equipment properly.

That shaped how CEETS was built. A label has a purpose, but it is not the whole job. The value is in the inspection, the testing, the judgement, the way the site is handled, and the clarity customers have afterwards.

Before CEETS began trading, Bruce studied the IET Code of Practice, invested in proper equipment and spent time building practical experience with different types of electrical equipment before completing the City & Guilds 2377-77 qualification.

What real properties and workplaces have taught us.

CEETS’ first customers came through Bruce’s existing property maintenance work, mainly connected to property investors, developments, holiday rentals, HMOs and short-stay accommodation.

That was a useful starting point because it gave the business practical experience in real properties rather than ideal conditions: furnished accommodation, different layouts, access arrangements, tenant or guest considerations, and multiple dwellings as part of wider property projects.

From there, word of mouth became one of the most important ways the business grew. Local customers started coming back, and CEETS gradually built a client base across landlords, businesses, charities, hospitality venues, community organisations, music spaces, healthcare settings and commercial premises.

We have also worked in larger and more controlled environments, including a West Cumbria nuclear-sector site with multiple floors and rooms, security-controlled access, out-of-hours arrangements, and a planned server-room shutdown so more than 70 items could be tested in that environment.

Whether the job is a small rental property or a larger controlled site, the approach stays the same: arrive professionally, respect the setting, work methodically and keep the process clear.

Every site has its own practical details. The job is to understand them before and during the work, not treat every premises as if it is identical.

Clean, organised, methodical and professional.

We are not trying to look like a large national company. CEETS is deliberately a small local business, and that is part of the service.

Customers deal with people who understand the job, the area and the practical details that affect the work. Access, timing, parking, site layout, opening hours and communication can matter just as much as the testing itself.

On site, we aim to be clean, organised, methodical and non-intrusive. We wear branded uniform and use appropriate PPE where the site requires it, including hi-vis, hard hats and correct site equipment when needed.

We are friendly, but we are there to do the job properly. No fuss, no scare tactics, no unnecessary jargon — just careful work, sensible advice and a practical service that fits around real properties and workplaces.

A small local team, not a faceless national system.

CEETS is a small local team of City & Guilds 2377-77 qualified electrical safety testing technicians. The people arranging and carrying out the work understand the importance of access, timing, communication and site conditions because they are involved directly in the work.

Bruce

Founder and Electrical Safety Testing Technician

Bruce is involved directly in both arranging and carrying out electrical equipment testing.

His working style is practical, methodical and detail-focused. He likes to understand the site properly, plan the work sensibly, and keep customers informed without unnecessary jargon.

Carl

Electrical Safety Testing Technician

Carl is part of the regular CEETS team and brings a calm, practical presence to site work.

He is technically minded, hands-on and good at thinking through practical problems before acting. Customers often remember Carl because he is approachable, steady and easy to deal with.

Some of the local organisations we’ve worked with.

We have worked with a range of local businesses, charities, community organisations, hospitality venues, healthcare settings, managed properties and public-facing premises.

That variety matters because PAT testing does not happen in one type of environment. A furnished rental property, a restaurant, a music organisation, a medical setting, a community building and a larger commercial site all have different practical needs.

Healthcare and community

Medical, support, charity and community environments where careful access and clear communication matter.

Property and accommodation

Landlords, property managers, serviced accommodation, short-stay properties and managed buildings.

Hospitality and local business

Restaurants, hospitality premises, workplaces, shops, offices and commercial sites.

Music, education and public-facing sites

Music organisations, learning spaces, rehearsal settings and shared-use buildings.
